Obtaining an Inspector's licence

This licence may be issued to experienced electrical licence holders, or a person with an equivalent qualification or experience, who wishes to become a Licensed Electrical Inspector (LEI) and to undertake work inspecting electrical installations for safety or compliance with regulatory requirements.

The information below should be read in conjunction with the Energy Safe Victoria (Energy Safe) website.

The different classes of LEI are:

G Class (General)
RE Class (Renewables)
M Class (Medical)
H Class (Hazardous)
V Class (High Voltage)

As an Energy Safe approved assessment centre, all G Class and RE Class assessments are conducted by FES. More information about both the G Class and RE Class LEI assessments are detailed below.

About the G Class Assessments

The LEI Class G licence is a combination of three separate assessments, undertaken at three different times:

Eligibility to sit the G Class LEI

To be eligible to sit any G Class assessments, the following prerequisites are required:

At least five years’ electrical trade experience after the successful completion of their apprenticeship; And
Hold a current A Class electrical worker’s licence or have an equivalent qualification.

If a candidate's licence has expired, Energy Safe must provide approval for the candidate to sit the assessment. To apply for authorisation, candidates must email a copy of their trade certificate and expired licence details to licensing@energysafe.vic.gov.au and include information on why they are making the request.

About the RE Class Assessments

The RE Class LEI is a new class of licence that came into effect from 5 April 2024.

RE Class will allow an inspector to undertake inspection of electricity generation systems and battery systems. Applicants must hold, or be eligible to be issued, a G Class licence, to be eligible to apply for the RE Class licence.

As this new licence type includes both renewable energy systems, battery systems, and generation systems powered by internal combustion engines, there will be both a full licence, and conditional licences available. The licences that will be available are:

RE Class – Conditional Endorsement (restricted to internal combustion engines only).
RE Class – Full Endorsement.

If a candidate is unable to demonstrate existing competence, a candidate will be required to complete an assessment.

RE Class Conditional Endorsement Assessment - 1 hour 15 minutes (including reading time) to complete the assessment.
RE Class Full Endorsement Assessment - 3 hours (including reading time) to complete the assessment.

Eligibility to sit the RE Class LEI

To be eligible to sit any RE Class assessments, the following prerequisites are required:

Hold a current G Class LEI licence.

If a candidate's licence has expired, Energy Safe must provide approval for the candidate to sit the assessment. To apply for authorisation, candidates must email a copy of their trade certificate and expired licence details to licensing@energysafe.vic.gov.au and include information on why they are making the request.

For all assessments, candidates must bring photographic identification (ID) e.g. drivers' licence, passport, student ID card, etc).

For all practical assessments, these are simulating a ‘real life’ workplace environment. As such, all candidates must dress appropriately as they would for work, and wear the following Personal Protective Equipment (PPE):

Long sleeve shirts
Long pants (no tracksuit pants)
Suitable footwear with mechanical toe protection or boots to the ankle (no runners)

If candidates are not wearing the appropriate clothing as per Energy Safe Victoria Licensing Assessment Rules and AS/NZS 4836:2023 Safe Working on or near low-voltage and extra-low voltage electrical installations and equipment, FES is required to exclude them from commencing their assessment.

All candidates will also need to bring an Analogue Insulation Resistance and Continuity Tester.

Criteria for testers are:

Analogue only
No indication for Pass/Fail
Minimum of 250V/500V scale
Minimum 2x continuity scales
True moving coil meter

Please note that replacement testers will only be provided if candidate’s batteries run out or the tester is within calibration.
