Licensed Electrical Inspector (LEI)

This licence may be issued to experienced electrical licence holders, or a person with an equivalent qualification or experience, who wishes to undertake work inspecting electrical installations for safety or compliance with regulatory requirements. The information below should be read in conjunction with the ESV website.
There are four types of Electrical Inspectors:
- G Licence
- H, M and V licence.
All Class G assessments are conducted by Future Energy Skills, as Future Energy Skills is an Energy Safe Victoria (ESV) approved assessment centre for the Class G licence. H, M and V licence assessments are conducted by Energy Safe Victoria.
Information on Class G
Class G allows an inspector to undertake inspections of any low voltage installations, except for those required under Class H, Class M and electric fences intended primarily for the control and containment of animals. It is expected that prospective applicants will have held an Electrician’s Licence for at least five years.
Applicants should be able to demonstrate:
• a detailed understanding of safety in electrical installations that are covered by this class,
• testing methods for electrical installations that are covered by this class, and
• the requirements of the Regulations relating to low voltage electrical installations.

Class G Assessments
The LEI Class G licence is a combination of three separate assessments, undertaken at three different times:
- The G CLASS Theory
- G Class Practical
- Safe Approach
Safe Approach Assessment – 10 minutes reading time & 1 hour and 20 minutes to complete the assessment.
The Safe Approach involves the inspecting and testing of electricity supply for construction purpose.
G Class Theory Assessment – 3 hours 30 minutes (including reading time)
The theory tests a broad range of knowledge
G Class Practical Assessment – 15 minutes reading time & 2 hours and 30 minutes to complete the assessment
A practical test in two parts: the second part incorporating inspecting and testing of a commercial/industrial installation.
On successfully passing the assessments, submit your assessment results, any additional competency requirements and application fee as required by ESV.

Please note, Future Energy Skills does not issue licenses, we conduct the assessments that enable electricians that upon successful completion allow candidates to apply for their licenses from ESV upon successful completion.

Am I eligible to sit the LEI?
To be eligible to sit the Class G licence, the following prerequisites are required:
• Electrician’s (A/E Class) licence.
• If your licence has expired, ESV must provide approval for you to sit the assessment. To apply authorisation, email a copy of your trade certificate and expired licence details to licensing@energysafe.vic.gov.au and include information on why you are making the request.
Important information about assessment requirements and conditions
Protective clothing is required when undertaking practical assessments:
• Long sleeved shirt
• Long trousers
• Suitable covered footwear
If you do not wear the appropriate clothing (PPE) as per AS/NZS4836:2011 Safe Working on or near low-voltage electrical installations and equipment, you will be excluded from the assessment.
Candidates are required to bring their own Insulation Resistance and Continuity tester. The criteria for the testers is as follows:
• Analogue only
• No indication for PASS/FAIL
• Minimum of 250V/500V scale
• Minimum of 2 x continuity scales
• True moving coil meter
Please note that replacement testers will only be provided if candidate’s batteries run out or the tester is within calibration.
The LEI Class G licence assessment
ESV will provide material/codes and rule books for practical assessments.
Candidates should be suitably attired; no thongs or singlets are permitted in the theory assessment.

LEI – G Practical and Safe Approach assessments:
The LEI-G Practical and Safe Approach are practical assessments. These assessments are to be regarded as ‘real life’ situations and as such all candidates must dress appropriately.

LEI Paper Based Reviews
Candidates who are unsuccessful in passing an assessment may apply to receive a paper based review.
The paper based review will be completed within 5 days and can be accessed via the FES Connect.

Licencing Assessment Appeals
Future Energy Skills is an ESV authorised assessment body, and as such must adhere to the Energy Safe Victoria Licencing Assessment Rules document of 2021. All candidates have the right to appeal their assessment outcome if they are justifiably unsatisfied with their initial result. Prior to lodging an appeal for LET, LEP, LEI Safe Approach, LEIT or LEI G Practical, a candidate must have completed both a paper review and a face-to-face review. Fees apply. Prior to lodging an appeal for SWP, REL Class 1, REL Class 2 or Switchgear Practical, a candidate must have completed a video review. Fees apply.
All Assessment Appeals must be initially lodged by the candidate only, within 7 days of the assessment to Future Energy Skills, if you are not satisfied at the end of this process you can appeal to Energy Safe Victoria.
Assessment Appeals Process
- Receive your result through FESConnect
- Obtain a paper review to ascertain where you lost marks.
- Attend a face-to-face review with an assessor.
- If you believe you have grounds to appeal your result, speak with the assessor or complete the Licencing Assessment Appeals form and submit to Future Energy Skills.

- Future Energy Skills will commence the appeals process, finalising an outcome within 10 business days of receipt of the appeal.
- Appeals may only be made by the candidate who undertook the assessment.

Complaint & Grievance Process
Future Energy Skills supports the right for all candidates to a fair and transparent process for the resolution of grievances and complaints if the individual believes a decision, behaviour or action is unfair.
Lodging the complaint/grievance
- Must be made by the candidate only, unless written consent is given within 24 hours of the assessment.
- In Writing using the Licencing assessment complaint form within 24 hours of the assessment.

- In person at the time of the assessment completion or within 24 hours of the assessment.
- Via the phone within 24 hours of the assessment.
- Future Energy Skills will investigate the complaint and finalise an outcome within 10 business days.

Reschedule or Cancel a Booking
The following applies to candidates seeking to reschedule or cancel a booking;
- If the candidate provides Future Energy Skills a minimum of 5 working days’ notice, Future Energy Skills can reschedule the booking date. The candidate will incur a reschedule cost
- If the candidate does not provide Future Energy Skills 5 days’ notice, Future Energy Skills can reschedule the booking date however the session booking fee will be forfeited. Where a medical certificate is provided within 48 hours of the booking date, the candidate will incur a reschedule cost
- If the candidate does not wish to attend the booking at Future Energy Skills, a refund will be provided (if a minimum of 5 days’ notice) minus a cancellation fee. The refund will be forfeited if the candidate does not provide Future Energy Skills 5 days’ notice.
